As Adrian cross-references census rolls, mental health reports, and the cryptic testimony of Della Marsh, the state's deputy hydrologist pressures him to certify numbers that refuse to add up. Each name he confirms dead seems to summon the marsh closer, and the boundary between the documented and the drowned grows thin. When Adrian learns that his own sister Mara once visited these same waters and never came back the same, he must decide whether to file the report that saves his career, or tear it up and follow the dead into the place the census cannot reach.
