What is the "First-Year Promotional Trap"?

Many registrars advertise $0.99 or $5.99 registrations for year 1, but subsequently charge $16.99 to $24.99 per year upon renewal. Over a 3- to 5-year registration horizon, loss-leader promo domains often cost 40% to 100% more in total than buying from a flat-rate wholesale registrar.

What is the mandatory ICANN $0.18 fee?
